I've opened logonui.exe and msgina.dll with Resource Hacker, but I didn't find this text.

I've changed this before, on Server 2003. I can't remember exactly but it was either msgina.dll or shell32.dll. Maybe Explorer.exe. I can say that because those are the only files I had changed. Try looking at shell32.dll next.
