I suppose it wasn't clean reinstall (no format + on top of old system)? Check notepad.exe - both System32 and wow counterpart and also registry settings for .txt (txtfile), .cmd (cmdfile), etc.. Try running notepad and droping one of those file on notepad. I doubt that it's security permissions releated, but better check those too. Post your results afterwards..
