well, win9x serves good even with many megabit connection, so problem may not be in TCP/IP stack but in Internet settings. maybe try some other clients (for example use Opera instead of Internet Exploiter), then try to optimize TCP/IP stack settings.

For some reason, I can't use the Unofficial Win98 SE Service Pack, but I would like to install all updates released for Windows 98 Second Editon. I have collected all updates that are available from Microsoft's web site and WindowsUpdate, but I also would like to get remaining updates without sending Microsoft a lots of requests Is it possible to share already requested updates?

Is Win98SE more secure by default than XP?
Yes, it is more secure from network (maybe not from inside - every user has almost all privileges, but if you are the only user that's not a problem).

To Check Which Port Number Is Available To Use
It's interesting, I haven't heard any ways to check this from batch file without using specifically created executable which cheks it, but I guess that you could grep netstat's output for interesting info.

On 9x based system this can be done with simple API call (see article at Borland.com). I think it is quite impossible to do this in "normal way" for NT based systems.

Emm. Who is not blocking NetBIOS and SMB ports from INTERNET anyway? IMHO, it's obvious that with any Microsoft OS you should block access to these ports from PC's you don't control. Better solution - uninstall Windows Networking if you don't need it

Why I still use Windows 98/98SE over Windows XP It's fast, based on MS-DOS (it is important when developing DOS applications), installs in minutes. Not mentioning that 98SE is most transparent and secure of all Micosoft OS'es ever. Windows 98 is oriented to single-user environments so it's perfect for home usage. You can "un-bloat" it (for example remove MSIE & MSHTML). Windows 98 tends to be stable. My system specs Athlon 1700+ ; 128 MB RAM ; 40 GB HDD ; CD-RW ; FDD Have you ever tried Windows XP or do you just hate it so much you won't? Yes, I have, but as I need great compatibility with MS-DOS, security, speed, robustness I switched back to Windows 98. NT based OSes aren't the best ones for desktops.
