@Dave-H I did a deeper examination of AU related problems. It seems we do not need to patch other files. And it doesn't matter if error 0x80096010 occurs in WindowsUpdate.log. In my system following steps are working to get AU notification shield:
1. Enable ProxHTTPSProxy.
2. Set AU to 'Notify but don't automatically download or install them'.
3. It's not necessary to set proxy system-wide by command proxycfg -u.
4. Execute following command: wuauclt /resetauthorization /detectnow. (I had to execute this command only once. After disabling AU notification shield disappears and subsequent enabling it appears again if ProxHTTPSProxy is enabled permanently).
5. AU notification shield appears if important updates are available.
Here is a proof:

A little recommendation that who cannot use ProxHTTPSProxy. You can use the nginx based version of WU.

I've now put the Automatic Updates service to Manual too, although as you say, it starts anyway.
A pity that XP does not have the 'delayed start' option of later Windows versions.
"automatic (delay start)" is only available in Vista or later

I saw some extra certificate in your VM, I think that was make the site work.

With the wayback machine downloader, you can download all Windows Update V4 in every language, with all files using this in cmd with ruby:
gem wayback_machine_downloader http://v4.windowsupdate.microsoft.com
Then restore the website
This is just an idea, so, what do u think of that?
I already know about ruby, but some languages like Japan, Russian, Indonesia, and others were available in the wayback machine but wayback machine downloader was not downloading it

It's a complete mystery to me, because where does it take the dialogs from if not from the correspondent mui files?
Where do u find the mui file?(e.g. system32 or en-US in system32?)
