There's an undocumented setting - Start_LargeFlyoutIcons = (DWORD)1 in HKCU\Software\StartIsBack -
I run Howard Email Notifier all the time and don't see this. Try to collect crash dump (you may have one in %TEMP%\explorer_fastfail.dmp)

It's like the worst thing to happen. Are you sure your system is not screwed up? Attach an export of [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Taskband]
