I have had the same situation some time ago with an Athlon 2200+, it only showed 900 Mhz. Remember: computers make fast, accurate mistakes... Turning it off will cause your processor to kill your battery life even faster. Just monitor your clock speed at peak usage and if it doesn't jump to 1.8GHz, then start worrying.
