They can't just use a hub or a switch? They need make a hard split in the bandwidth?

I know I can use a swithc / hub but what i want to do use manage the bandwith, IE give each user 1mb of the DSL connection and let then do as they wish

As if 1 person is using A torernt it would kill intersent surfing fot the other person, but if the bandwith was halved this would have no affect on the other person

What hardware do you currently have? Just the DSL box? Or do you also have a home router?

Most current home routers have decent QoS which you can use to set these ports to a low priority and minimize negative effects from torrents.

QoS is an unreliable solution, but it may very well be the best solution.

i've personally never had any great success using QoS.

just checked out that link, that's actually a good idea. nice looking router

QoS can be hit-or-miss mostly because of vendor support. I've had fantastic success, and seen great impact, with Linksys routers.
