Yes, I use Outpost Firewall, but I want a tool to show how much bandwidth is being used by an application, not just which application is using bandwidth.

smsniff works great, but doesn't seem to show overall bandwidth per application.

and can limit bandwidth per program.

I'd also say the free version of NetLimiter. I've got it on my desktop at home so I can see what each app is using, and how much total bandwidth I've used (since my ISP is stupid and caps usage per month... :})
