Uhm, how do I translate the welcome screen to Norwegian? Is that the same file?

There would be no need to do translations if you patched the logon screen the same way you do with other files. It would be sufficient to make a copy of system logonui.exe (which is localized) and patch only the BMPs and UIFILE. The String Table should stay the same - that means localized.
