i using 80gb hard disk and got 4 partitions

the first partition using NTFS format and other 3 using fat32

1. how to format NTFS partition?

2. can we recovery data from partitions that we formatted before? (fat32)

yes, data can be recovered from a formatted partition. off the top of my head i don't know of any software, but if you do a search for something like:

"data recovery" formatted freeware

i'll bet you find something. if it's really important to you you can send the drive to a data recovery specialist.

There is a software i used once , ONTRACK Easy recovery professional.
