well if you dont want DEP running from the start just add this to your WINNT.SIF

[Data]

OSLoadOptionsVar="/noexecute=AlwaysOff

you can enable it later after the completion of your setups

After further investigation I found that everything was not working fine. So I recreated manually and NOW all is well.
