That's pskill and its a third party program!

taskkill is a windows command.

tskill is built into windows xp (both home and pro), and it's NOT a typo

nolookingca is right. tskill is like an less advanced version of taskkill, which is only with winxp pro as stated previously.

In fact "big poppa pump" is half wrong and "nolookingca" is half right.

On a Windows XP slipstream CD with SP2, tskill.exe is not copied on drive with a clean install.
