You could put a - after =

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout]

"Scancode Map"="-"

and then merge the reg file.

I can't guarantee that it will work.

"Scancode Map"="-"

should be

"Scancode Map"=-

without the "

with it you replace the value of the key by a -

without it you delete the key
