How to add WOW64 to a Win10 RE

I was trying to read this article but reboot.pro seems to be down since many months now:

My goal is to add WOW64 to a winre.wim file I extracted from a Windows 10 19041.4780 install.wim file.

Windows PE is not redistributable without an accompanying OS license.
