Got my hands recently on a dell pc that is windows 10 compatible for my parents.  They are wanting me to install the windows 10 disk it came with and tweak it to minimize unneeded apps, telemetry etc.  What are some basic steps I can do to make this happen and is there a Classic Shell type of program to make the interface more like xp/7?  I see a lot of different posts on these issues, but I thought I'd ask to see what steps are the most effective.

Your only TRULY EFFECTIVE method is to remove all of the unneeded apps and telemetry BEFORE even installing to your hard drive!

O&O Shutup Windows 10 helps with the telemetry as far as it can (with Windows 11 doesn't help much due to the lack of telemetry options, which of course doesn't mean the lack of telemetry itself).
