Netlimiter shoul do the job. Displays the upload and download speeds by IP, with the possibility to set them from 1KB/s to 20.480KB/s, or to let them touch the sky. You can also add rules for each application accessing the network or the internet.

What's the best way to limit the bandwidth of two PCs using one internet connection?

Asking this because my friend wants to upgrade and share the internet with cousin, and they both (i expect) will try and hog all the bandwidth (playing games/downloading). I just want to find a way where both of them can enjoy using the internet without one or the other hogging all the bandwidth.

Only the real bandwidth shaping tools are available on linux/bsd. You might get away with using Traffic Shaping though, i.e. setting port 80 on highest priority so browsing the web is unaffected by other applications hogging all the bandwidth. But again, this is only available in *nix, and some hardware routers have traffic shaping capabilities.
