How can I set 1920x1080 resolution in Windows 98? My graphics card is S3 Savage4

and monitor is LG Flatron M227WDP.

I tried PowerStrip but the Advanced Timing Settings is greyed out/disabled.

If your graphic card has enough memory, you can add such resolution in PowerStrip: Advanced timing options>Custom resolutions, then choose from the predefined list.

It does, but advanced timing options button is greyed out/disabled.

It's full version of PowerStrip or you are using shareware version of it?

It's not registered.

For sure it's the reason why you don't have access to more advanced functions.

Maybe you should look for some freeware replacement.

That could be some problem because your card is not from AMD/ATI or Nvidia - because is old too, doesn't help either.

I have no experience with what you are trying to accomplish, but I remembered This Page from reading it some time ago. It deals with setting custom display resolutions in the registry in Windows 95. It may or may not help you, but it's the most relevant thing I have offhand.
