List all device ids of a machine?

I'm looking for a program that can list all devices installed or not on a machine. I must have all vendor ids and device ids.

Is there an application that does something like that?

Devcon and Unknown Device Identifier gave a solution!

The advantage between devcon and unknown dev is that devcon can be launched under dos so you don't need a working windows to execute it where you need one with Unknown Device Identifier

Strangely enough it wasn't mentioned before, if not by cdob and by Kingskawn that acknowledged it being a solution to his OP problem.
