Sure it is not an issue with your theme? Patching UXTheme.dll is not all that hard. Can you use other themes?

Oddly I just found this error also and here is a work around for now: go into the options menu under installer tab and make sure check on load is set to "Defualt" and then save. For some reason unknown to me yet WPI is not writing the value of default to a new useroptions file.

In your first section all of what you said is possible you just need to explore WPI more. It works like this: Windows installs, WPI is called from svcpack or runonceex, WPI loads with whatever config you determined in your command line, WPI's timer runs out and all of you programs install, Windows finishes loading. Your done...

I remember reading a looong time ago (before WPI became mine) that it does not like working in a standard Chinese OS. I am truly sorry but you will have to find a english os.

Ok couple of questions. When you first loaded WPI did you go into options and select a new language? If yes which langauge did you pick? Please try 5.1 as the language section has been updated and modified. Also did you modify any files? It kinda looks like your language choice is not being loaded.
