    Having experimented with various tweaks for my Windows 8.1 system, I noticed that Big Muscle's Aero Glass for Windows 8/8.1 works beautifully with Start Is Back: http://startisback.com/ The rival Start8 by Stardock does not work so well with Glass8, as the glass blur doesn't work with it (it also suffers from more slowdowns and freezes). For this reason I'd strongly recommend Start Is Back over Stardock Start8 for anyone also looking to get a Windows 7 Aero Glass effect on Windows 8/8.1. (Free alternatives seem not quite up to scratch yet.) Here is a screenshot of Windows 8.1 Professional running Start Is Back with Aero Glass for Windows 8.1.
