A new computer virus is spreading across the internet. The Frethem worm exploits a known vulnerability in Outlook that allows attachments to open automatically. Experts Activis say it surfaced in Africa last week but is now spreading internationally. It does not possess a dangerous payload, but mails itself to all addresses on victims' contacts lists. Message content varies, but it's identifiable by the attachments 'decrypt-password.exe' and 'password.txt'. Activis repeats the call for greater vigilance from users. Source

be sure to have IUSER_ rights on that folder right click on folder where you hold board than security to set permissions on folders on windows xp file system must be NTFS to enable right click and security on folders, click, My Computer - Tools - Folder Options - View and unchek last one. and look in php.ini

On Windows you can't do that. What is exactly error you got?
