Help With Setting up the Default WebSite in IIS

I have installed IIS v5.1 on WinXP Pro. Anyone who visits my page or when i browse the Default WebSite i get this error:

The page cannot be displayed

There is a problem with a program on the page you are trying to reach, and the page cannot be displayed.

How do you set up the Default site on IIS? Also, how can you restrict users in the FTP? Cant you create a user/pass? Can someone please point me in the right direction to get these answers. I am a newbie at IIS and cant seem to get things working properly.

UPDATE...i can now get ppl to see the default "under construction" page on IIS, however when i go to the /localstart.asp i get this error message:

The page cannot be displayed
