Suddenly lost all USER permission

I did a clean install of WinXP PRO 3hours ago! And then on it I installed drivers and programs! Then went out for about an hour! And when I got back and moved the mouse so the comp came out of standby I lost all the priviligies of user TOM!

This is what I get when I press WIN+R:

And my new start menu, which wont even allow me to reboot the computer:

And the useraccount settings! From which U can see am still a member of the ADMINISTRATOR group:

I tried restarting the computer, logging in as ADMINISTRATOR and change TOM's group to POWER USERS. But the user TOM still has no priviligies.

ps. I also checked the system with ANTIVIRUS and ADAWARE both came out negative!

But how the hell did this permission change? Since all I did was left computer running which went then to standby and when I returned about an hour latter all of the restrictions came into place.

I've had a similar problem with permissions on my fiancee's system. I suspected it was over a year's worth of somewhat sloppy registry cleaning. I was unable to create Services nor start them after they were stopped. I tried DAF, but it didn't fix the issue. The system was also very nLitened from over a year ago, so I decided to format. Of course, that fixed it.
