I think Resource Hacker is gonna be your frined

You could also use Stylebuilder to make your own theme or modifiy an existing one.

I don't think that Resource Hacker can do this job as it can't edit .msstyles which set the structure for Themes.

Try the to make your own theme, I found the app fairly simple to use. I have made a couple of themes

with it.
