server 2003, user accounts control panel?

Ok, in the middle of 'converting' a Server 2003 R2 box for workstaiton box.

How do you turn on the standard control panel applets for user account management or shoudl I just go through the standard 'computer management' applet?

In windows 2003. Computer Management is the "Standard Control Panel Applet"
