Bad/Missing DLL file

that is an issue with DirectX 9. reinstalling DirectX 9 could solve the problem. here are a few links.

i personally like the first link because it's faster, but if you have a slow internet connection, it sucks. if you do have a slow internet connection, then probably the second link is better.

Is it necessary to debate over which is better?

At the end of the day you still need to d/l all the necessary files. Of course it'd be quicker to d/l the web installer than the full admin install at the outset but then you'd need to use the web installer to d/l the rest later. And it's just as easy to delete the install files afterwards.
