Elements shifting when hover over them

When an element shifts over when hovering over them, from what I can tell, is the transitions in the tool tips. If you turn off transitions it will not do it. I have the same problem with the new built-in manual I am writing.

I am on the look out for new tool tips, but haven't found one as complete or advanced.

My advice: turn off transitions!

tool tip is off but it still happens if u use the ultimate theme
