what neads to be in it. etc.

no serious programmer is gooing to even take a look

there might even be techies whod be able to solve your prov without programming (and just using free or opensource stuf, you didn't even know about....

this is for real and to make it short am seeking to hire a programmer, but i have to test their skills first.... but this program is a bit confidential so that is why i can't just post the project like that without the programmers sign a confidential agreement.

There's an entire forum dedicated to just this over at codecomments.com. Why don't you look over there. It's swimming with talented programmers. There's a basic protocol for hiring out programmers on mercenary duty and this isn't it.
