A utility to download all the hotfixes to the harddrive?

you could try autopatcher. its the updates for each moneth (and the ones before)

I think you are after Windows XP Updates Downloader by jcarle. This has not been updated since January I think, so not sure of the current status..

Yes, updates lists are hardcoded inside XPDown.exe, so nobody can help him to update his software
