You can really use them for whatever you want.

But as a matter of fact I did modify my sysdm.cpl (System properties)

Also, I extracted this file and deleted the sysdm.cp_ file in my i386 dir on my automated CD source and then copied this one over to the dir and renamed it to sysdm.cp_. When I did an install it worked like a champ.
