How to integrate Language Interface Pack?

I have english version of Windows XP Professional and it can be converted to Croatian by installing Croatian Language Interface Pack (LIP). But I would like to integrate this Pack in installation. If I add it to other Hotfixes it is simply ignored and I get english installation.

Is there a way to integrate it using nLite?

No chance to integrate LIP... But is it possible to convert LIP installation into nLite add-on and auto-install it this way? I just need a result - WinXP box localized by LIP just after unattended installation.
