You can try Hamachi, however, I don't know if it supports Windows 98 (try searching in the forums).

Well my love affair with Hamachi has ground to a screeching halt. I've been trying to connect to the network now for a couple of hours. It keeps telling me that the volume is too heavy or something like that. This blows.
