Is there anyway to set the hardware acceleration to full, to enable the directdraw acceleration, and to set the hardware sound accerlation to full in Windows Server 2003 Sp1 with directx 9c

nop, but you can use Win 2003 Optimize Tool v1.45.

will help u to do all the necessary tweaking using a .sif file. mine looks like
