Tool tip style

I wondered why the developers didn't made a separate tool tip style for each theme, cause the way it is now, the tooltips match one of my theme but it doesn't matches my other theme...

Is there any way I can solve this, lately I've been busy checking posts and getting ideas and backgrounds and icons (I hope that's ok ) from all over the forum, everything works fine now, just wanted to solve this little problem...
