"fDenyTSConnections"=dword:=00000000

verify firewall settings also

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\WindowsFirewall\DomainProfile\Services\RemoteDesktop]

"Enabled"=dword:00000001

"RemoteAddresses"="localsubnet"

Actually, it's even easier than that - use your WINNT.SIF file:

[TerminalServices]
    AllowConnections=1
