As we have come to find out Windows PE 2004 has a newer addition to it called winpeshl.exe in the system32 folder, this program is set in the registry to run if a file called winpeshl.ini is defined in the windows system32 folder, to create this just open notepad and insert something like this:

[LaunchApp]AppPath = %SYSTEMDRIVE%\YourAppFolder\YourApp.exe

If you do not use winpeshl.ini you will not have the extra resources everyone is talking about in WinPE 2004.

On a sidenote this file is also included in the Longhorn 4029+ distrobutions, pretty much any distrobutions that use winpe as the installer. If you use my guide you will find out how to get winpe from LH.
