the glow of the mouse i think means 2 things

1. that is looking for a surface to hover on

2. u haven't moved the mouse for a while and it went on to power-save mode.

From what I know, the USB port seems to be powered even if the computer is off as long as the PSU is connected and turned on.

@XtremeMac: Optical mice always glow no matter what (unless it's not plugged in, of course :D ) It's just a difference between the standby glow and the active "brighter glow"

anyways the true answer for his question, I just read it carefully:

in these new atx cases, your computer doesn't get turned off completely,

1 reason why I think these are usefull is if u're using the wake-on-lan and auto-start utilities from bios. I'm sure there is more to it but i use those.

and because of this your devices will be powered. though i'm not sure if all the usb devices lit up it might only be the one's that are enabled through "enable keyboard and mouse legacy" via bios or called something like that so that u can use the "turn on, sleep, wake up, space or mouse etc." buttons to power up your pc.

there is a reg tweak to power off the machine completely.
