Can't install new Version of Startallback stuck at 3.9.9

I had an issue with the start menu after a windows update and i could not change it back to what I had before.  Tried to update from 3.9.9 to the latest version 3.9.16 and it would update and still stay at 3.9.9. I uninstalled it and downloaded the newest version from the website and installed it and when it was done installing its at the same version 3.9.9.

Uninstall and install for current user I guess

When installing it i only have the option  to install for all users. Anyways why is it installing a old version when i download the newest one
