When trying to launch startallback from control panel or by windows search this popup keeps appearing and i can't acess startallback, any solutions?

Are you using the correct version of SAB (the latest) ?
If you can't access it through the Control Panel, SAB is already installed, it seems

Yes, it's the latest.

 

i ended up uninstalling and maybe i'll reinstall next patch.

Strange that you were able to install SAB and now you can't open it
