Android Virtualization/Emulator for Windows 9x?

Hello,

I am in search of an android emulator for Windows 98 or ME. Many android emulators exist for Windows XP and I believe there might even be some in existence for Windows 2000. The question is whether any exist on Windows 98/ME. It would be perfect if such is possible.

I have used Limbo x86 to install MS-DOS and Windows 98SE. But on my (ARM) smartphone it is rather slow.

Uh, that's a PC emulator for Android. The OP wants an Android emulator for Windows 9x.
