Win11 : StartAllBack continually crashes when re-arranging icons in toolbars

I just had to do a full reinstall of windows 11. Upon reinstall, started getting this error when I try and rearrange the icon order in a docked toolbar. Tried full uninstall and reinstall - still have the same issue. Not sure how to dump StartAllBack config.

2) Create C:\dumps folder

3) Crash

4) Send me dmp file from C:\dumps folder
