how to invoke this dialog via shortcut

as far as i know this can only be done via Alt+F4 on desktop/taskbar

but how to do it via shortcut or CMD ?

Create a .vbs file with:

dim objShell
set objShell = CreateObject("shell.application")
objshell.ShutdownWindows
set objShell = nothing

and make a shortcut
