Text in Taskbar are too light and unreadable

I can't seem to find where the fonts in the taskbar are controlled-I,m using a MS default theme (windows -light) and the text is unreadable (see attached screenshot).

If I go to MS default theme (Windows - dark) it's fine with black text on white background, but, the dark theme is too dark for me! 

HELP !

Are you using Fences? What's the dark goo?

Yes I have fences - do you think that's the problem because they don't seem to be a problem with the dark MS theme.
