I don't know what is causing this

I've tried two different computers, with two different GPUs, one AMD, one Nvidia. I've tried reinstalling Windows and installing more or less updates. I've tried different themes, nothing that I'm doing seems to be working.

All my friends don't have this issue, even with the same exact installer and version that I have
