I change this accent colors from GUI but nothing change. Windows 10 x64 1709

I fixed it with enable Tile bar colors from Settings

To each his own, but why would you want inactive windows to carry the same coloration as active?  Do you not often have multiple windows open on screen to choose from?  Just curious.
