logout/shutdown button doesnt change

Hello. ive got an issue with SiB 2.8.9 on a new fresh installed Windows 1909. The default Logout button doesnt change to Shutdown when i try to change it. Does anyone have the same problem?

And how can i hide "Windows Security"?
