A Good Windows Shell Replacement and Back-up?

My Windows ME laptop acts kinda funny...actual programs work fine while the desktop and explorer act laggy...

What are some good alternatives? Maybe customization as well
I'm hoping to make the laggy-ness of explorer and the ME shell go away

EDIT: to avoid making too many topics at once, I'm also asking for some good back-up software. One where I can just create an image backup or something like that and restore Windows!
