KB4490511 breaks Windows Installer Junctions

This update is in the Feb, March and April update rollups and at least one user has reported that it causes installation of MSI files to fail.

I'm going to go out on a limb and guess that it's the same mistake they made with XP Embedded.

If so, simply typing regsvr32 msi.dll would fix it.
