Is there a way to always show the lock-wallpaper instead of the accent color when shutting down/restarting?

Don't hold your breath. Unless they sit down and actually start polishing things, there's no hope for such inconsistencies to get addressed, especially since we're talking about the part of the interface that is seen the least of the time.
