What's the use of looking at the calls, if we can't modify the GPU drivers?


We can modify GPU drivers, but we might not need to. It might be easier to solve the problem via API hooking. Whichever method is easier is more likely to be effected.

SteamCMD downloads a small amount of Steam files before you can do anything with it. It can be used for downloading games. I used in one time on Windows 7 x64 to download a 32bit version of a game, because the performance was much better with it.

There are instructions for it on the Steam Wiki. "Officially" it is mostly used to download server applications for some games on headless servers.
